I have that same bug where guns just appear in my bag. Might be just an anomaly! I have a theory it happens if you hit an anomaly when there’s weapons on the ground in the area.
You need to find them in the journalist cache mission which unlocks after you finish the needle in a haystack main story mission. Check your stash for a usb stick after that mission.
