I found this while looking for how to do a 2002. If anyone else is wondering, this video doesn't apply to the 2002 highlander. The same adjustment for 2002 is hanging down below the driver seat under the car, exposed to the elements. Isn't that lovely? I'm surprised I forgot that I have seen it there before. So if you just push the petal down you don't need to take off the dash panel and bracket. Just be sure to test it once and awhile so you don't over tighten it. 5 min and works great now.
The Adjusting Nut and the Set Nut are both gone. What is the hex size and thread specs for these things? Never mind, 6mm hex 1.0 threads, $4.50 @ Oreillys Auto. But now the bigger problem is that the actual cable is broken from the threads.
Have the parking brakes given you any troubles since? Did you pull the rotors off and verify that the parking brake actuator lever is in it's full return position, and that the shoes were properly adjusted before adjusting slack in the cable?
Thanks. I had the e-brake sensor beeping when I started driving everyday. Tightening the nut fixed the problem.

Glad I watched this. I pulled both back tires off assuming the adjustment on my 04 highlander is the same as my 12 highlander. Nope haha. Thank you!

I changed a rear driver e brake on 2002 Highlander and the brake light on go off the dash

There is no "emergency" brake on any modern passenger vehicle.
They are PARKING brakes.
