Swedish and Norwegian are extremely easy to learn. I guess Dutch is easier, but it only took me 6 weeks to learn Swedish fluently, and even less to learn Norwegian. I had already learned Spanish in high school, and I found French way more difficult than the Nordic languages. I guess it depends on the age and purpose, the younger one is, then the easier it is to learn. Also, everybody speaks English in northern Europe/Scandinavia, there's no real need to learn the local language, although it helps a lot!

Although, all the mentioned countries are economically well developed and have good public infrastructure, I think that there's a lot that goes into deciding an overseas location for raising children and hence, I don't agree with all the countries hence mentioned.
A country being sparsely populated is, in many cases, no real advantage. It means there is less pressure on infrastructure, but at the same time there are fewer taxpayers to pay for infrastructure projects and maintain them. Also, sparsely populated has to be coupled with consideration of the geographical size of the country. A relatively small population in a big country can mean more expensive transport infrastructure, but still relatively few people to pay for it, as well as the consideration of how much use a road or railway would get. For that reason alone population density, or lack thereof, is not an advantage, in many cases, it's a disadvantage. My opinion is, the countries that rank high on this list overwhelmingly rate highly because they target their spending on what's of most benefit to the populous and what's most beneficial to growing their economies.

Finland is the only country on this list I would really raise children at. Finnish culture has a deep-rooted respect for children.
Essentially while Nordic and Scandinavian countries are expensive and the languages are hard to learn, they are ideal and I think totally worth it.
I’ve been learning Swedish, Finnish, and French and Swedish is by far the easiest

If you earn more than 475000 krona per year then you will be taxed for 55% otherwise it is between 22-33% depending on your monthly income.
