In fact, Gholdengo is best at deterring stall strats since Bliss and Corv barely have counters against it, or just chipping away at enemy health with make it rain. In Gen 3, only three Pokemon total had weather inducing Abilities - Groudon with Drought, Kyogre with Drizzle, and Tyranitar with Sand Stream. Since legends are Uber-bound and pseudolegend is OU's #1, they are clearly out of UU's boundaries. And activating weather with a move isn't as good as with an ability. Still, when it comes to activating weather with a move, Sunny Day and Rain Dance are more likely to be seen than Sandstorm due to them being, I believe, slighty better in UU, as there aren't that many Pokemon in UU which could benefit from sandstorm; you have Cradily, Gligar, Sandslash, maybe Quagsire too... and that's it.
Cacturne never acquired Evasion Boosting technique... But... The evasion overflowing due to Cacturne's Sand Veil caused his body to reflectively dodge every incoming attacks.... In other words.... In the 4:11 following a Sandstorm, Cacturne is effectively INVINCIBLE...
I remember that. Cacturne's only ability is Sand Veil, and since Sand is just defines Gen 3 OU due to Tyranitar, they decide to just ban Cacturne entirely.
And PSA for the PSA : the sandstorm is infinite when the ability sand stream activates in gen 3 so sand veil is a evasion version of the ability intrepid sword

I actually used a Sandstorm team in Emerald once. It was a pretty well rounded team, I had Cacturne in it too, but when I went to fight Steven he was immune to my Sandstorm and as a result it became one of my favorite battles in a Pokémon game. When it came down to our last Mon I had Cacturne and Sand Veil kicked it at the right time, if it didn't activate I would've lost, and I won.
While I do agree, I don’t blame them in this case. No one likes evasion boosts. Moves are already “balanced” to incorporate them automatically missing a certain amount of times based on their power or secondary effects. The fact that people can just passively make an opponent’s turn randomly just be skipped is infuriating.

The Pokémon that can learn it in ADV OU will just be always worse if they run it outside of this one very specific matchup. If Zapdos or Skarmory or even freaking Metagross have to run Aerial Ace specifically to beat a Pokémon they should already always beat then something is very wrong. I don’t want a metagame revolving around evasion and neither does anybody else, 50 turns of dodging cacti using leech seed and substitute isn’t interesting or fun its mind numbing. If you really want evasion strats, play some Power Of Alchemy Muk-Alola teams in VGC, there are a couple of them you can find and they’re pretty powerful, singles and evasion though just do not mix well.

Having to run aerial ace for one specific team comp is highly unhealthy to the meta. You force a bad move onto a Pokémon solely to resolve one Pokémon being an issue in the meta. Why restrict team building so harshly, when there is a better answer in removing the Pokémon? Cacturne brings little value to the meta.

Theres a lot going on here with this. It wasn't always banned. But Garchomp in gen 4 got banned and sand veil was the final straw because Chomp quite litteraly had no counters the only thing close was Choice specs Starmie and band Weavile could revenge kill it through a Yache berry but thanks to sand veil even that had a 20% chance to fail. People just argued that it was only broken on Garchomp so in Gen 5 a few players went out of there way to prove that it was sand veil that was broken and they used Cacturne and Cacnea to prove it was sand veil that was broken and it was then banned in every generation and snow cloak eventualy followed years later
I’m a casual Pokémon player but even I can tell that Pokémon sounds really good against the current Pokémon used in tournaments. I did play Yugioh for 13 years and been playing Magic the Gathering for 11 years and one of my favorite card subject is Anti-meta. For me when I study a card that is no longer used in tournaments because they have fallen out of favor and it was a anti-meta card, aka a card that was good against what was being used at that point in time, it’s like a flashback, a piece of history that can be used to see how tournaments were in days gone by.
That reminds me in Pokemon Colosseum at the Orre Colosseum Lv.100 singles, where Athlete Naga at the round 2 uses a Sandstorm + Sand Veil + Bright powder / Lax Incense strategy just like with Worker Lobel at the 1st battle of the round 2 in XD, and it is even more worse because his Cacturne and Dugtrio have Double Team. As I said, Lax Incense in gen 3 reduces the accuracy of moves targeting the holder by 5% opposed to Bright Powder's 10%.

The actual winrate of these teams were not great since you were relying on consistent 25% rolls, so they can't really be called effectively anti-meta

No. Sand wasn't the issue. Sand Veil was. Cacturne was still allowed to be played in lower tiers, where Sand wasn't a near permanent fixture of the meta game.

What's stopping Cacturne from Substituting on the switch and nailing Dugtrio with Needle Arm? It's unrealistic to expect everyone to slap on Aerial Ace and call it a day. It's why Shadow Tag was banned in BW too - forcing every defensive Pokemon to run Shed Shell was unhealthy for the metagame

No. Sand wasn't the issue. Sand Veil was. Cacturne was still allowed to be played in lower tiers, where Sand wasn't a near permanent fixture of the meta game.

Yeah, like giving up a valuable slot for a 60 BP move to counter a niche strat is worth it. Iirc only Dugtrio runs Aerial Ace in ADV to trap Heracross. What's stopping Cacturne from Substituting on the switch and nailing Dugtrio with Needle Arm?
It's unrealistic to expect everyone to slap on Aerial Ace and call it a day. It's why Shadow Tag was banned in BW too - forcing every defensive Pokemon to run Shed Shell was unhealthy for the metagame

Tbh, pokemon is luck based in general. You can do all of the preparation in the world, but one errant crit or missed will-o-wisp can make all of that work be worthless.
