So, can Red XIII overflow UW with his Limit Break 100% of the time in the same setting?
And what about Toy Soldier?

Red XIII can overflow UW with 66.41% (170/256) chance. Toy Soldier cant, the minimum power needed for this setting is 120 for a 2.24% (6/256) chance to overflow.

Can Tifa overflow any of the weapons with the master fist or power soul?

No because the Power value of those weapons is 16. The minimum Power needed to overflow is 46 (against an enemy with 0 Def), only the Ultimate Weapons (except Princess Guard) and Limit Breaks can modify the Power output. In conclusion, you can only overflow with Ultimate Weapons or Limit Breaks.

@@johnfranks1857 To overflow Emerald Weapon (180 Def) with Yuffie using All Creation she would need Level 99, 255 Att, 4 Hero Drinks, Critical hit and Back Attack. The problem here is that Emerald Weapon cant be back attacked so overflow is not possible. Critical + Berserk is not enough to overflow.

Yes, that is the only way to use a limit break while in berserk status (if the enemy is immune to Berserk & Confusion).
