There's a way to do the math from scratch, by converting the problem into a system of linear equations for binary variables. This works because the order you do stuff doesn't matter, and because activating a lamp an even number of times doesn't do anything. For a problem of this size, there's a solver online: perfectweb.org/ddo/solver/vale_puzzle.html but with a little programming you can design a general solver. Doing the math from scratch requires you to solve a relatively large system: 36 equations in 36 unknowns. This is totally doable on a computer, but extremely time-consuming by hand, and even the data entry is a bit tedious to do by hand. You can reduce this to 6 equations in 6 unknowns, making it quite feasible to solve by hand, by collecting information in-game by doing "sweeps". This means you go through and turn off all the lamps in all the rows but the bottom, by activating the lamp directly below them and no other lamps. This will cause some number of lamps to still be on in the bottom row. Next you activate one lamp in the top row and sweep again. This process will cause some lamps in the bottom row to flip. By writing down which lamps in the bottom get changed when you do a sweep after activating each lamp in the top, you can figure out which lamps in the top you should activate in order to finish up the puzzle. In effect, everything in this video except for 0:10-0:20 (where the player activates a particular group of lamps in the top row) is just doing a sweep. In practice, since there are just 6 variables, you may be able to just eyeball it without doing any math, instead just jotting down what each of the top row lamps do when flipped.
For those curious, you can leave the tower to reset if you mess up. Thank you so much for this solution, these kind of puzzles drive me insane.
