      Read the below points:
      *if you consider the turbine to be an airfoil, then there is a low pressure region amd a high pressure region in every blade of the turbine
      *also the water outlet from the turbine is of low pressure, since it has given all its energy for the rotation.(bernoullis principle)
      *the decrease in pressure decreases the boiling point of the water,(according to thermodynamics) hence it gets converted into steam bubbles.
      *the hot steam bubbles collide with each other, producing impact forces on thw turbine blades, thus damaging the outlet of turbine.
      * Since,the pressure of tail race water>low pressure water from outlet,
      the tail race is fitted close to the outlet to decrease the pressure gradient, hence greatly decreasing the cavitation effect.
