i thought you will show how to download the same version (3.8) which you showed in the start which was problematic , just replacing it with other version is not a solution .
If you want python 3 (3.7) 2019 version check the description link because it works on service pack 1 users but anyway you can't able to install the latest version I tried lot to solve this problem but I don't find any other method ...

If your processor supports 64bit Operating System then go for the 64bit OS
64bit allows more computational power to your PC. .

i think the problem due to the OS ,because your processor is 64x bit but your OS is 32x bit thats why shows such type of error so upgrade your OS to 64bit Version.
