It was for the first few years after its release but I don't think so anymore. Every bit of writing about the period these days makes a point about SF being the forerunner of Tommy. And most (decent) musicians I've heard interviewed about the period acknowledge it as a masterpiece.

Beautiful box set, brilliant music. The signed album notes inside are a great bonus. No idea why Twink who played some drums on the album was left out, so in effect it’s incomplete, yet brilliant!
