The Imperial Ruling Council was an advisory collective to Emperor Palpatine himself but often tuned into a squabbling group of power-hungry individuals. Question didn't Sate Pestage become The Emperor after Palpatine died? Another Question about Sate Pestage wasn't he kind of like a vice president of Palpatine?

Sate Pestage in Legends had more a larger back story. He was a senior advisor to Palpatine and on the Imperial Ruling Council. As you are right, Pestage found himself as the Emperor's right hand man, was next in line to lead the Empire after the Palpatine's death. He was a weak leader who was eventually killed in 5 ABY by Dalek Krennel at the order of Ysanne Isard.
In Canon, he was a senior advisor to Palpatine on the imperial ruling council and was killed on the second Death Star at the battle of Endor in 4 ABY.
