extract the .dll file and put it in your Vstplugins folder. On my computer it is in: C:\Program Files (x86)\Vstplugins\ In my FL11, you can set the default Vstplugin folder in options\file settings\VST plugins extra search folder. Then have FL rescan for new plugins by going to channels\add one\more\click refresh on the bottom. But you can only add VST instruments from here and since it's an effect, click the channel name in the step sequencer window to make sure it's active, right-click an empty mixer channel, link selected channels\to this track. Then on the right side, on the list of mixer channels, click the little down arrow dropdown button, select\more\ and double-click the effect to load it. Select the master channel instead if you want to apply the effect to the master instead. There are tutorials on how to load a Vstplugin into FL Studio if you're stuck, but process is different depending on if you're loading a Vst instrument or a VST effect.
