I used cheap black garbage bags and mine has held up fine. The duct tape is what takes the wear and tear. Even if the bags rip the duct tape will keep the pebbles inside. And if you get a hole just wrap it with more duct tape

Do you recommend rubber much instead of pea gravel

Rubber mulch will work too! It's just a bit more expensive.

And it doesn’t weigh as much. If you’re going for weight pea gravel is the most bang for your buck
