A lot of them apply to other housing lotteries and wait for ages. Some of them also just don’t have the chance or will to better their financial stability to get out. Some people like to rely on government, so they deal with it.
I think Nycha would be a more promising place to live if they was more selective in who they rent apartments out to in terms of background check. Too many squatters too many non-desirables too many grown people trashing the place. Too many illegal over populated apartments. Nycha needs to take their policies more serious and make sure their residents comply and not turn a deaf ear.
To be honest NYCHA would be better if it was more organized. NYCHA hires contractors who does a poor job on maintenance. No one looks over their work. They do a horrible job or they dragged out a task that could be done in two days. I believe a third party unit needs to watch over NYCHA contractors just like they have a unit for the mold. And yes, there a tenants that are just nasty. Some think they back at home in their country. Like it's not ok to be outside feeding rats. Yup, I seen it with my own eyes.

A lot of people have misconceptions about the type of people that live in Nycha. FDNY lives in Nycha NYPD lives in Nycha EMS lives in Nycha USPS lives in Nycha nurses and doctors lives in Nycha Dentist lives in Nycha, and corrections lives in Nycha. It is not the building that is the problem it is who lives in the building that is causing the problem. A building cannot destroy its self. People destroys buildings. Too many non-desirable’s or individuals that are not on the lease are the ones that’s destroying the building. A lot of these residents need to get their household in order.
I feel like you’re missing the point here though. It doesn’t matter if those respected individuals only make up a very small portion of the general population that live in NYCHA. There needs to be work done on both ends, but I believe NYCHA needs to do a better job in having fundamentals down: I am not demanding these but in no way we should accept that a place should feel filthy in any home. There needs to be janitors that are paid well. There needs to be CCTV around the premises, like on elevators where people love urinating, so that they can be fined for misdemeanor. Changes can be done and these will be most welcomed by the community: the ones in charge just do not give a damn.
It balls down to this it’s the type of people that just do not care and ruin it for others. I walk in these building people piss in the hallways, throw garbage out the window. There is an overload in work nycha workers work tirelessly to make it better in and out of these buildings they are old they need to be gutted most tenants don’t care for repairs they don’t allow workers access to their apartments until it gets to a point the cops come and remove them because there is a plumbing leak going on affecting people below. It’s a jail without cells not enough workers and people being compliant.

Tbh the cost of repairs has probably gone up sharply since these buildings were built. A lot of New Yorkers don't want to hear it, but moving to a cheaper city or suburb might improve their quality of live

The supervisors must walk the buildings down every Friday with a clip board. The stairwells have drug addicts hanging in them they leave behind garbage which the caretakers have to clean up on a regular basis... In the front of the building is giant rat infested, My apartment is mice infested, roach infested. Now just finding it's lead in the walls also the plumbing is horrible toliet overflowing weekly. I have no where go. I had section eight my housing assistant destroyed my application and I lost my chances."
