They used to be a nomadic tribe, and when House sent out a securitron to negotiate with them, they destroyed it. The next day, dozens of securitrons showed up, so they decided to listen to Mr. House. He offered them the opportunity to give up their nomadic ways, change their attire and give up their culture to become casino owners in Vegas. Some members of the Boot Riders, including it's leader, wanted to stay nomads, wondering the wastes. But Benny, as well as some other opportunists wanted to take House's offer. But the tribe's law stated that the leader gets the final call. So Benny decides to challenge the leader to a knife duel. Benny quickly kills the larger, stronger man with his swiftness and agility. As their new leader, Benny accepted House's offer, taking their role as the Chairmen, as well as taking the Tops.
You know what I always wish they had done for the intro? Start off with the scene of ED-E traveling down the highway from the debut trailer, then when he gets up in the camera after getting shot transition from him to the moon in the picture and then play the rest of the cutscene.

Never noticed but the guy holding the shovel in the the last 20 seconds, first he looks all down and abit depressed, then he slowly starts to smile just before you get shot asif he is excited for you to die.
