The homeless need expanded shelter capacity to receive resources and addiction treatment services. That being said, its good these measures passed as homeless repeatedly refuse help and statisticly only accept help 1/4 if the time. This leaves resources and shelters that do exist not being fully utilized when its there to help them. Utilize the resources!
This is it ^ I think it's more often than 25% of the time that they refuse help. Until you force them into shelters or treatment they will just stay on the street, especially while being enabled by the city.
