Anyone that thinks Echo's OP is probably plat or waaay below
Define OP? Brigg level OP? No but she will be fairly popular pick even in owl. Her kit gets tremendous value for such short cooldowns.
Facts she has no passive value isn't a counter to anyone I mean she is good and strong but doesn't have a useful kit.
The fact that she can throw out an ultimate or two or three with no fear of losing her life is STUPID OP. It's like she isn't even playing the same game as everyone else.
