The fact as soon as you said heavy water I was like this going to be for a D-T reactor made me feel smart until I remembered the only reason I know that is because of Mekanism mod for Minecraft

The way I do perfectly efficient nuclear is to have a couple of combinators which only allow fuel to be inserted if it has been 200 seconds since the last insertion and the steam tanks are below some threshold. With fuel only being inserted 1 at a time this guarantees no wasted fuel, allows for maximum fuel consumption, and takes virtually no space unlike some of the long belt-based timing setups I've seen.
Just do what I did, only remove fuel when steam is low (I used heat in this video but it works with steam too), and then only add fuel when some is removed
Couldn’t you place fuel on a belt with an inserter powered by some independent power source and have it taken away again by an inserter powered by the reactors? Once the output of the reactor drops the second inserter will slow down and the fuel will pass on to the reactor.

@@Mike-oz4cv that would be both UPS wasteful and rely on periodically dropping below satisfaction for your electrical network, which would be silly.
