Not very helpful as a general guide. It's only an optimization for a very specific build. How much is 1000 penetration worth, compared to spell damage, or spell crit, or +magicka? How does it vary as those stats vary? (I know there are formulas for these, but it's been a couple years since I looked at them, and I'm trying to find details on this again.) How does that vary between overland bosses vs dungeon bosses? How much is it worth to put into CP when these other parameters can vary? If you're not doing group content, most of those penetration values won't be present. Is it worth using Crusher over some other enchantment? Is it worth putting Elemental Drain on your rotation? Solo vs small group vs large group. How do various gear sets with penetration compare? So many questions, so few answers.

But im not sure about what stats are best for magicka dmg in general. Spell dmg takes priority? Then Crit or penetration? Plus magicka supposedly is 10.5= 1 spell damage?
You want a balance. Generally, youll get the crit you need from your light armor passives + major prophecy on both bars from Inner Light. But, there's a LOT of different set combinations that are viable and that work well, and there isnt necessarily a "priority" since you can build and specialize around a certain stat. id recommend browsing the magicka DPS builds on my site dottzgaming.com to see what kind of sets classes are using to get a rough idea of what gear sets you should be pulling from :)

Penetration for CP depends on more factors than for pve, since the amount of pen needed depends on what your target is wearing. Imo, generally, you want to hit a minimum of 7-9k penetration to make sure youre at the very least going through light armor resistances, but no more than 13k-14k (light armor+major resolve/ward). You can go higher but you could potentially be over penning, and your other stats may suffer a bit.

CP piercing applies to your attacks only. Spriggan's set applies also only to your attacks. You help the party with stuff like major breach debuff. If there is something that you don't "apply" to the boss, it affects only yourself.
Because it is not You as a magicka user that applies those, it may be another party member like the tank, who would use PoTL and Alkosh set. These debuffs from your party members lowers the boss's resistance, so you deal more dmg. The table shows how much you need to compensate, considering those debuffs, to reach your maximum penetration potential.
I don't have a Tank with Torug's Crusher Enchantment (Infused) but I get Major Breach from Elemental Drain. I mostly Solo, and PvP, but I'm trying to optimize to clear the Overland Bosses for 100% completion. So far, I have Altmer, Light Armor (All passives) the Spinner's Set, and Elemental Drain. Is that overkill? Specifically for Overland Bosses (I already cleared the Group area bosses in Craglorn.) I could craft Torug's with a staff to apply the Crusher enchant, but that would basically replace one of my sets. Is it worth it just for that? (My other set is Jewelry, and Inferno Staff of the Stygian set, so my Crystal Frags hits as hard as possible from Stealth. Power Surge, and Elemental Drain are 2 chances for it to proc, or I can hard-cast it without the 20% bonus for it proccing, but it's basically RNG) I'd really rather go back to Mother's Sorrow for spell crit/Power Surge procs, if at all possible.
I'm not saying I "Never" want to run Trials again, but I was put off by SOME of the players there. Not all of them, but there's a very vocal controlling, and judgemental minority that want to gear check you, and dictate details of your build. It gets worse the more competitive you get, but at some point you're going to run into that guy that wants to use the Hard Mode scroll, and refuses to help with the boss, or just doesn't give it his all because he's "Bored" in chat, because we wouldn't let us make it as hard as can be. (I swear, I played with this DPS that stopped, in the middle of a boss fight, several times to type "Bored," or "So boring" into chat, because it wasn't Hard Mode. Repeatedly. That ruins Trials for the whole squad, even if we do win it. We wiped, but he blamed it on Us for being "Trash," and "Garbage" instead of him not doing his job to say how boring it is without Hard Mode.)
For mag DPS, it would be massively over penetrating For Stam, shadow+61 pts into piercing performs better than lover and less piercing points in a trials evnironment
If you're on PS4, nothing is listed for your physical penetration stat, so good luck figuring this out. It is beyond belief that ZoS would not list such important information for console players.
No, it applies to every PvE mob in the game, but the chart was based off of a typical trials environment since thats where the most variables are present

Because it is not You as a magicka user that applies those, it may be another party member like the tank, who would use PoTL and Alkosh set. These debuffs from your party members lowers the boss's resistance, so you deal more dmg.

Why no one ever talk about destruction staff 2nd passive Penetrating Magic, it ignore 10% of enemy spell resistance.
Because it doesn't apply to all your skills, only destro staff skill line ones
