I saw this theory that was actually a really good idea about who Stranger was. As we see in headspace, everything is seen as good and it appears that things have been altered. For example, we notice that Basil is a little shy, but he seems very positive and cheerful. However, in the real world, he seem exceedingly anxious and we don’t really see that positivity. Although it can be suggested that he became that way after the truth, there’s also nothing suggesting he wasn’t like that all along. This can also be seen through a photo (i can’t remember if you see it in the dreamworld) where is says that Basil vents to Sunny a lot. We could potentially assume that in the dreamworld, Sunny alters the versions of his friends into people who don’t have issues (i say this very vaguely as Hero is obviously scared of spiders). Perhaps stranger is supposed to represent all of the ‘undesirable’ traits that Basil actually has? Maybe Sunny got rid of them because it would remind him of the truth? Although I wouldn’t say it’s the strongest theory, I definitely think it’s cool. Dreamworld Basil and Stranger and two halves of one whole. It’s definitely an interesting concept.

I think that all strangers are memories of the real versions of the characters but memories are always somewhat altered over time. Basil being the most frequent would make sense as Sunny's trying to overcome his trauma and "find the truth" which explains why Stranger appears in order to guide Omori/Sunny "to the truth". I think this would also explain the concentration of Strangers throughout the game for example the lighthouse/pier area has quite a few Strangers and Blackspace has even more. This also explains where Stranger is left in the Omori route, that being somewhere deep down and repressed, possibly Blackspace. I guess this makes Strangers quite similar to Blackspace: being repressed thoughts, slowly appearing more in headspace as time goes on, unable to affect Whitespace etc.
hes very clearly meant to be Basil in some form, he literally references his suicide in the hikikomori he is also very clearly meant to be real world Basil, given both his battle sprite and portrait are just darkended versions of real world Basil and you can even see tears on Stranger if you brighten his battle sprite. he also says that the day Omori was formed, Sunny sealed a half of him up and that he was split in 2. The other time throughout the game we're told someone was split is referring to Sunny and how his soul is split between Omori and the real world. And in the Sunny route, instead of fighting Stranger at the church he will stop you from saving Headspace Basil and will become him, and one he does he will say the dialogue Basil said by Basil before the truth is revealed and will say something outside the screen door is calling them - which of course leads into them both getting scared and Basil getting grabbed, which leads into Omori killing him and sitting on the throne of hands lol and fun little fact, Stranger appears a shadow with 2 white eyes and is called Shadow Basil in the files, Omori originally came from a shadow of Sunny with 2 white eyes.
i always assumed that the strangers were just the real world invading sunny's dreams and trying to get him to remember, but i really like your second theory and i can agree with it more.

I think the stranger is everything about actual people Sunny locked up in blackspace to hide, personified. That’s why it shows up as silhouette’s of tons of characters.
