I went to Tokyo in 2017 and bought the Lillie box at the Pokemon Center, cant believe how high the price is now! Also got the poncho Pikachu/Mega Zard card for cheap back then too.

Yes, I think so! Some of stores sell English cards, so they might accept English cards! Please don't forget bring passport when you bring cards to shop:)
