Basically the reason is that he grew up without love. (It's how he explained it)
He never knew his dad (was in a relationship with a teenager (his mom) and she discovered he was a liar and had already 6 kids (like father, like son)☠️). His mom neglected him, and never took care of him. Some days, he was all alone at home.
He ended up in several shelters children's home, growing up.
At 5, he started lying, saying his dad was a British spy and of course, every kids belived him, so he became famous in his school. Everyone was curious about him. Frederic liked this attention, and he realized people would be interested by him if he lied, saying extraordinary things.
At the beginning, when he was teenager, he was mostly preteding to be a lost child, who didn't know how he ended up here, who he was, etc.
One day, he even pretended to be a mute teenager, so everyone was intrigued.
      That's mostly it.

He grew up without love. He was severely neglected and he wanted to be someone else. He felt he was a pest. He felt he was unacceptable. So he wanted to desperately find someone or group of people where he felt he would belong and be loved. He didn't take the identity of a missing child cause he was evil. He took it cause he was suffering. Cause he wanted a family. He wanted to be loved. I understand his actions cause similar happened to me. I was not loved as a child so when I turned 20 I left alone to the United States and never looked back.
