From living in the Pi for many years, and visiting decades. I have seen so man suspicious acting expats who date women with kids, and i get that creepy feeling when i see some of them. One time i was eating at a restaurant in cebu, and there was a filipina with four kids and a foreigner with them. They were eating outside, and were facing me through the window. He was taking pics of the pics with his phone, he was mainly taking pictures with the filipinas 10 or 11 year old daughter. He was giving her a creepy smile and making her pose. He did not even look or talk with his gf, it was disgusting

A 15 year old can be with anyone between 12 to 18. But the law you probably are mixing up is the 16-18 year with 10 year max age gap. But that is only for certain conditions. And it has more to do with grooming, authority roles, and specified type of roles/jobs that have extra moral restrictions, etc. So there are several layers of laws.not all apply to everyone.
