Did you launch or try to access Photos from Instagram first? settings will not show up until you try to access them from the app first. Pretend you are about to upload a photo and try to access your Gallery first.

@@Rawritsarii oh I put my phone to charge cause it was almost dead (maybe that's why) and when it was almost fully charged it went back the camera and microphone were enabled maybe check if your phone is charged if not put it to charge and check later after a while it should work.
