You don't get surf in Langkawi. I have never seen clear water, some beaches have soft white sand but clear water 🤔. In the rainy season July to November many jellyfish including box. Otherwise the food is ok and some of the hotels.
While I enjoyed my time in Langkawi, I did not experience any clear water in either Tanjung Rhu or Cenang beaches. Lovely white sand, yes, but clear water, no. I went to Koh Lipe, Thailand for clear water, and it truly is transparent and good for snorkelling. I'm sure you can take a boat trip for clear water nearer Langkawi itself, but as I said, I did not experience clear water on the beaches of Langkawi.
You should visit Skull Beach next time. It has clear water better than Tanjung Rhu or Cenang Beach. But expect less, since I know, Thailand’s beaches are still on the top.

Sad to hear you did not experience what I saw. I went in December and that is dry season plus during lock down maybe that's the case. 📂
