I was not aware of this series, there's a lot of late 90s to early 00s series that due to the turbulent times, have been lost to time. This also jumps to me as what Ruins could have been if taking the premise seriously, in particular for the art.

maybe dr doom is the one in charge of control, that would defintly be a dr doom thing to do, I'm honstly suprised he's not already the one pulling all the strings, heck lavteria was the one giving weopons to supervillians in that 2000s secret war comic
I could see it being 2 Doom for that reason or Green Goblin which would explain how he so easily got accepted by the world after secret invasion even after being a mass murderer
