It's a good choice to study in China and go to Chinese university. The Chinese government offers many scholarships for foreigner that cover your life expense and tuition fee. And Chinese language lessons are free in the university for foreigner. Just visit Chinese university website . And it is quiet safe in China, no guns, no drugs. And I really love the summer night in china.
Not sure which university you are speaking of. To my knowledge the fees for studying are about 1000$ /semester. This does not include living expenses. Fees for the dorm can be quite high. Promised scolatships are more often not pay out or significantly reduced and in any case only granted for one semester during the three year's course. Still, studying Chinese is a great choice, but the conditions are in no way as you make them sound. This comes from my experience in Zhejiang.
