You can imagine her state of mind. Azula had to work all her life to prove herself to Ozai. Azula beat her big brother, became a prodigy, conquered kingdoms and struck down the Avatar. Ozai rewarded her by promoting himself to King of the World, leaving her behind to watch over the scraps. At the very end, Ozai refused to acknowledge her and took all the glory for himself. Evil Fire Luke is an asshole.

Combustion Man was hired by Zuko to find the Avatar and kill him. He later died since his combustion bending was blocked by idk what happened there(was it Sokka's boomerang?) which unleashed an explosion that killed Combustion Man.

Azula is the best Avatar antagonist. No one is better that her idc what anyone say
Zahher was better than Azula because he was a much more layered and complex character. That's the fundamental difference between the Villains in Korra and TLAB. In Korra they all have very clear philosophies, ideologies and schools of thought they are coming from. And Azula whole incredibly menacing, was pretty much evil for the sake of being evil. And while I LOVED her mental breakdown in the final episode you don't get points for adding complexity at the very end. Same thing with Ozai. He more than anyone else was the evil moustach twirling villain who was evil for evils sake. There was no motivation, not clear school of thought or philosophy he was coming from. Just wanted to burn everything to the ground and while that's menacing sure, it's not that interesting or compelling. That's why Zaheer is such a fan favorite.

Tarrlok does not get the respect he deserves. That character is just as compelling as Amon. Both are great antagonists in the same season of Korra.

Edit 1yr later: Reading the Korra comics actually makes Kuvira more interesting and more three-dimensional, so maybe she'd make top 5 with that knowledge. I'd also add Koh the Face Stealer and Wan Shi Tong as honorable mentions for how good they are in their brief appearances.

@@THEKILLER-uc3vp I wasn't ranking in terms of most powerful villains, but which ones I thought were the best/my favorite. Azula's personality, her dialogue, her fighting style, her descent into madness and complex psychology, and the comparisons/differences between her and Zuko always fascinated me and made me love her. I wasn't saying she's necessarily more powerful than everyone below her on the list, it's just my definition of a great villain factors in other things.
Ozai is a great overall villain in AtLA, and I think a character like his was somewhat necessary as the "main villain". He was more representative of the evils of the Fire Nation as a whole, and, much like he was to Aang and Zuko, was very distant to the audience and more of an "idea" for most of the show. Therefore he purposefully doesn't have the storyline, the screen time, or explored complexity imo that Azula does, and while that's not at all a bad thing, it doesn't incline me to rank him as high as other villains. He's still awesome, but just not the kind of nuanced villain I would personally say is my favorite.

Agreed, Azula and Zuko are two fantastic characters. Zuko has one of the best character redemption arcs and Azula despite being only 14 is a ruthless firebending master, her ruthless-ness combined with her power made her a dangerous foe.
But... I think why Azula got #1 is because she has a deeper story, I mean not every villain can say "hey I hunted my own brother down like an animal, tried to kill him and made fun of him when our mother left. I tried to kill my friends and they turned on me then I slowly but surely went insane"

NobodydoboN Technically a show needs characters the creators are gods and they can do anything, and also all the characters except Aang are pointless because according to you only the main character matters.
Instead of the best villains, here's my top underrated villains; the ones that we love, but don't get as much credit as the big names.
1. Hama - She absolutely terrified me when the episode first aired. That creepy smile and that evil laugh haunted my dreams for a week.
2. Yakone - While mentioned with Tarrlok and Amon, he is the first big bloodbender in the series and is the one who led both on the path of vengeance. He is the one who taught his sons bloodbending and of his past, causing them to take over Republic City.
3. Fire Lord Sozin - the man who started the Hundred Years War, wiped out the Air Nomads, nearly wiped out the Dragons, and began the Fire Nation's imperialistic attitude towards the world.
4. Wan Shi Tong - His love of knowledge has caused him to dispose Humans, whom he believes only use his knowledge to find weapons of war. He then attacks Team Avatar and later teams up with Unalaq.
5. Yon Rha- the man who killed Katara and Sokka's mother and fueled their hatred of firebenders. He then cowards and begs for Katara to kill his mother, which he would actually want.
6. General Fong - His desire to end the war causes him to turn on the Avatar to achieve his goal, resulting in Aang destroying his fort and possible injuring/killing more of his men.
7. Earth Queen Hou-Ting - the oppressive dictator of the Earth Kingdom who uses secret police, conscripts air benders, and worst of all, she ate Bosco. You monster!!!!!!!
8. Jet - The seeming great rebel leader whose quest for vengeance made him willing to wipe out a colony full of innocent civilians with a flood.
9. Varrick and Hiroshi Sato -I tie them because of their similarities. Both are wealthy businessman using their wealth to strengthen their power, Varrick by buying up Republic City's industries and Sato by building weapons for the Equalists.
10. Chin the Conqueror - the tyrannical warlord who nearly took over the entire Earth Kingdom save for Ba Sing Se and Kyoshi Peninsula. I include him because I see Kuvira as the modern Chin the Conqueror (a tyrannical warlord whose popularity among the public make them better rulers than the Earth King).
At least Varrick and Hiroshi become the allies. And I like the gags of "Zhu Li, do the things!" From Varrick.
The Rough Rhinos and Lieutenant are also some good underrated villains

Azula is #1, beyond dispute. But Kuvira and Ozai should not be above Amon and Zaheer.
Ozai should have been #1 because of how hyped up he was. TWO seasons of not seeing him. And when we see him, he's no monster, but has the intimidation to be considered a threat. Then, once we see his power with the lighting blast to Zuko and his fight against Aang (where he had the upper hand for most of the fight)... well worth the build-up

TenJeden NaMilion Unalaq started one of the most interesting storylines in The Legend of Korra, the water tribe civil war, but towards the end he got less and less interesting the more the ghosts took over the story though. He always remained a massive threat though so I think he deserves more credit than he often gets

Azula rightfully at #1. One of the most complex characters I've ever seen in any story. I found her emotional breakdown really sad and hard to watch despite how awful she'd been up to that point.
Unpopular Opinion: Ozai is overrated and Amon, Zaheer and Kuvira are all far better characters.

@@mythking541 Lol. Nice obvious false equivalency you got there. Zaheer actively pursued Korra and went through all the trouble of kidnapping her...all just to try and kill her in the Avatar state. Ozai himself never pursued Aang. Ozai was a king, Zaheer is just some rogue dude. Zaheer could've attempted his scheme at any time and, even then, getting the Avatar to enter the Avatar state so you can try to kill her isn't much of a plan, it's more of an obvious strategy and it's one we've seen before. Ozai facing Aang was the climax of the series with the fate of the world resting on the outcome. Zaheer trying to kill Korra in the Avatar state was "been there, done that" and didn't warrant waiting a whole fucking season and keeping his plan a mystery. It was anticlimactic as fuck while the Aang versus Ozai fight was the definition of climactic.

@@__________1175 Zaheer didn't hide his plan at all, everyone knew since he escaped that that's what he was after. Mid season, Korra met with Zaheer in the Spirit World, and he explained his motives. And what can he do to trigger the Avatar State by himself? For one, Korra was travelling due to Harmonic Convergence giving nonbenders airbending, including Zaheer. And another thing, she's a fully realized Avatar at this moment in the story, since the end of fighting Amon. The closest he has gotten to her prior to her giving herself up was when they attempted to kidnap her in Su's city.
Let's assume we use the example of Zaheer and the Red Lotus overpower Korra to the point she goes into the Avatar State, without tying her down. Next thing, all would get rekt, plain and simple. Zaheer alone could barely handle Tenzin, and the only reason they manage to capture Tenzin, arguably, is because P'Li kept her distance, as he was rekting the other three up close. Korra, while a weaker airbender, compared to Tenzin (arguably even with Zaheer), has three other elements mastered and the Avatar State boost (she is disconnected from her past lives at this point). Without tying her and poisoning her, they would DIE, no question. It was a brilliant plan to reveal at the last second. It just sounds like you missed a couple of details in the middle, like the fact that everyone knew he was after Korra since his escape. We knew he wanted to kill her in the Avatar State, since he wanted to get rid the Avatar permanently, the real question was, how was he going to nerf her to do it. And considering he nerfed her so bad, it carried over to the next season, it was a significant nerf.
Oh, and to counter your argument on kill the Avatar in Avatar State plan being a repeat, nowhere was it eluded that Azula was aiming to kill the Avatar in the Avatar State, though I wouldn't put it past her. That came off as a convenient moment for her, as where Zaheer was the first to actually plan around the one flaw in the Avatar as a whole.

They built it up like he had all this machinations and his whole plan boiled down to "kidnap the Avatar and kill her in the Avatar state". You're arguing semantics. The only reason they didn't take her earlier is because plot. Why couldn't they poison her in the field? And Korra, even as a fully realized Avatar can be taken on in hand-to-hand so your "she's too OP" argument falls flat on it's face. Both Amon and Kuvira whooped her ass even when Korra had the distinct advantage of being able to bend multiple elements. Also, would Zaheer's little air suffocation trick not have come in handy earlier? No matter how you wanna slice it, the show was building to this reveal of Zaheer's reasons behind kidnapping the Avatar and it turned out to be something that not only can just be openly attempted but has been in the past in ATLA and is hardly the most difficult thing to achieve. Korra isn't exactly the most emotionally mature person and making her lose control wouldn't be the most difficult feat.

So your whole poit is that Zaheer planned to kill her in the Avatar state and Azula just attempted it impromptu? Big whoop. If anything, that makes Azula look more impressive because she probably didn't know killing him in the Avatar state would kill the Avatar for good and she nearly succeeded anyway.

@@KennyakaTI clear motivations, a little nuance in his writing, some depth something to make him feel real. Ozai is the most 1 dimensional character, next to Aang, I've ever seen. He's evil for the sake of being evil and I'm sorry but that does not make a good character. That's literally bad writting. Zaheer on the other hand, now there's a well written character for you. So much depth, so much complexity, crystal clear motivations, and a crystal clear philosophy: anarchy. Same thing with Amon, he was an extremist egalitarian. Clear motivations and clear philosophy. TLAB is amazing and made my childhood but I'm not afraid to say it had such poor, 1 dimensional characters at its center.

Placing Ozai over Zaheer and Amon is just ridiculous. They had complex motives and weren't simplistic and one-note characters. Ozai on the other hand is as generic as they come.
Not that generic. He is very mysterious and we never figure out why he is so fucking evil and dark. We don't know his motivation. Zaheer is a better character, but Ozai is a better villain.
There was nothing complex about Amon or Zaheer.
Amon wanted world domination and his personality was completely bland.
Zaheer went out like a bitch and left little to no impact.
Ozai is a badass villain who left a big impact on everyone in the 100 year war.
@Shem Casimir Not all who commit genocides are psychopaths. Ozai was a psychopath who just wanted to burn the world, but unlike his daughter he hides it very well. Throughout the series he's calm and very intelligent. Then we see him go crazy and powerful. That is a good villain. One so dark he has no redeeming qualities.

No matter how much I rooted against Azula, I always find a very likable villain, even back then i loved her for her Villainous ways.
Zaheer should be in the second place! He makes the third book awesome and you can feel his essence in the fourth one.

Him and azula for me. Then Zaheer. The 1st and the 3rd season of Korra was great and season 2 and 4 was okay. I loved everything in the last air bend but the ending. Both show great overall though.
I think Mark Hamill as the voice actor of Ozai plays a massive role in making the character as good as it was. He was simply brilliant.

Kuvira was such an underrated villain, she definitely deserves to be at the top of the list with Ozai and Azula.
The blood bender from the first Avatar and Amon from the 2nd one always scared the shit out of me. The fact that Hama could control someone by bending their blood was just really freaky and unsettling. But Amon could actually take away someone’s bending and that was a whole new level of terrifying for me. Whenever he appeared I was always really scared and nervous. I know it’s not real but I was legit terrified of him. If he was real i would probably move to the other side of the world. If we lived in the world of Avatar I would just never use my bending and act like I never had any bending abilities. Also try to stay as far away from Amon as possible
For all those who say Ozai doesn't deserve to be high on the list, just remember that he had most of us scared BEFORE WE EVEN SAW HIS FACE. LIKE, THEY LITERALLY ALWAYS SHOWED HIS BACK WHEN HE SPOKE UNTIL LATER SEASONS. THE MAN DESERVES RESPECT!
Never was scared of the dude, and regardless he is generic and just bad to be bad. He has no depth to him what so ever. You cant compare him to Azula or Zuko who were actual villains with depth and to compare Ozai to someone like Amon is ludicrous. Amon was a victim of an abusive father who pushed him so far as to harm his own brother, he abandoned his family and rejected his bending and tried to create a world where people like his father couldn't oppress people meanwhile the main weapon he uses and hates is the definition of oppression. Which is blood bending to control someone else entirely against their will in order to defeat them.
So? He barely did anything. Sure he was terrifying but he really didn’t do anything noteworthy until Sozin’s Comet.
Azula deserved number one. Zuko vs Azula was the greatest thing I have ever seen in my life. That was a full of tragedy, AND I LOVED IT!

Zuko never wanted to commit mass murder to kill a couple people. Hell, Zuko was banished because he didn't want foot soldiers being used as meat shields. Zuko was never not conflicted about what he thought he had to do to restore his honor. Meanwhile, Jet was committed to scorched earth and collateral damage.
Azula is the only bender who killed the Avatar in the Avatar State. Aang is just lucky Katara has the water from Spirit Oasis.

I think Azula is number 1 because all of Korras villains, although bad, still thought what they were doing was good, the fire nation started that way but once you get to Azual she doesn’t really care because she’s just crazy and wants the power. She’s literally as she admits “a monster” because she really doesn’t have her own goal. Her father promises power and she destroys whatever stands in the way of that. She’s probably one of the few villains Ive seen that did stop and talk or gasp in awe when they had the chance to kill the protagonist and then she shot Aang with lightning even though by normal cartoon standards she would wait for them to power up like its dragon ball z and then attack but logically and ruthlessly you would kick someone when they’re down because the whole point is you don’t want them to get up. She literally asserts domination in every situation where she can win. All of Korras villains were the antagonist BUT they just did a good thing in the worst way possible. Azual just chooses the worst way possible because it amuses her and she’s 14. Imagine if Aang could hold of hand had to fight adult Azula around the age of the Korra characters. She is by far the most ruthless.
