Actually, you can't do that unfortunately... The stats will *always* be rubbish, no matter what, due to a glitch with the stats on gen 3 roamers. This applies to R/S & FR/LG. However, Emerald is an exception to this glitch. The problem with Emerald is the fact your RNG seed will be set once you start a new game, so rolling stats on an Emerald isn't ideal. It can be done though.
i see you haven't posted a video in a while but i wanted to ask - would a heartgold hunt for latias be pretty much the same? except different routes and the values are set when you talk to steven instead of a TV? wanna make sure i can save inside the fanclub and reset from there
The Bulbapedia article on Roamers indicates that Illuminate doesn't work to affect roamer encounter chances. Was there any experimentation on this during the hunt? I'm unsure of which side is true because you used Illuminate.

I think it's confusing until you start learning it by doing it. I may add some imgur links of the maps I made to make it more accessible. It will save people screenshotting that section of the video.

If you have saved after releasing the Pokemon (talking to the tv), then they are set... You cannot change the Pokemon at this point. It will always be the same.
One question: Will this method work if I got the early frame in emerald? Can I still soft reset in front of the tv? I know it will be a clone and better use the battle video... but will it work?
Have you beaten the Elite Four? The TV comes on after that & you should still be able to release Latias in the same way, dead battery or not. The dead battery only matters if you're shiny-hunting.

The non-dex method at 07:11 is currently your only choice, but I really do recommend Mauville despite the dex requirement. Going in & out of that building at 07:11 will randomise the Lati to 1 of 20 routes - relying on pure RNG to force the encounter eventually. Otherwise, you will have to find a friend or another game to trade with.
Quite often shiny-hunters choose not to use the masterball. There's no fun in it & aesthetically it's questionable as well. But yes - it is a valid option - one that didn't need to be stated, since it's pretty obvious...

Unfortunately if you're going to hunt a Latios, you will need a dex entry for Latios, not Latias. Hope you find what you need!

No, IIRC the lati's shinines in emerald is determined whenever you first save the game
