I think, at least initially, Meissner wanted to make it very clear to Leone that he meant business, was the top guard in Gateway and that you didn't mess with him but as time went on, began to despise the behaviour of some of the more brutal guards, particularly Manly and Wiley.
No. Wardens are employees of the corretional system and can normally make requests to have inmates transferred out of their prisons, but not to request that prisoners be transferred in from elsewhere. In this case, Stallone's character is leaving a minimum security unit for a maximum security one and that is both highly unusual and involves decisions outside of just the warden himself. But this is Hollywood right? lol
The warden in this movie is Corrupt and wanted Leone played by Stallone to pay as The warden (Sutherland) is angry that he was transferred from a prison that was like a country club to Gateway due his corruption and Leone told the newspapers and politicians about the Wardens corruption and made Leone a hero and the Warden a criminal. He wants to make Leone’s life hell
Retired Correction Officer here,good movie but a flawed scene. No way does an inmate with 6 months left in a sentence will be transferred to a max prison where you're doing at least 8 years minimum. Not in New York

As you say, nobody with such a small remainder of their sentence is going to cause any trouble. It is not impossible that this sort of thing could be happening within prison systems of some countries- certainly not the US or Europe, anyway.
the whole scene is technically flawed as well as your point you never get transfered at night ,they smash the glass in the picture frame no prison lets you have glass in you cell as it can cut others or your wrists ,prison transfer vans dont have flashing lights like an ambulance ...the list goes on
You also don’t just get to waltz in anytime you like, flash some paperwork and expect to be let in. Prisons are worlds unto themselves, sealed from the outside. You get in only because those running the prison allow you to get in.

Donald Sutherland is absolutely amazing in this film.
He was perfectly cast as the evil and sadistic warden.
He is amazing in basically every film he is in.

The decision to make transfers is entirely up to the Bureau of Prisons or the state correctional system. Judges have no say in this normally.
