Take the blade out and shave off the little notches on each side that holds it in place.

Netito Gameplays I took my Dremel and drilled them off. Then I put the blade back in and it easily moved up and down.

@daceration123 I made a hole at the front that I stick a pencil into. That allows me to push the packer which pushes the trash out.
