This train runs on the Yamagata Mini Shinkansen line, the Yamagata Shinkansen line max operating speed is 130kp/h. Its just a special type of an e3 Shinkansen train.

Yamagata ken Japanese rice wine is one of the best sakke in Japan. Due to their rice and the water that they are using in their rice field is systematically engineered by the locals in Yamagata. Also in Niigata prefecture and Toyama Ken, rice and their sakke is at par with Yamagata products.
Nice video on this. Never try this bullet train with a foot spa.
