I guess in countries like that, if you define "cost of living" by things like electronics and video games, it probably can get kinda high. It's just restrictive to be a nerd outside of the USA because you're often paying import taxes and "global prices" for things often made by US companies. I often can't fathom the kinds of international prices people pay for many games. When I went to Japan, I found a copy of Persona 5 (a Japanese game) and it seemed like I'd pay far more in Yen than I would in dollars for it; and the game hadn't even come out recently.

So if you look at it from a person with dollars for money or euros it looks like the cost of living went down. However for the avarage person where the wages remained the same while the Lira was devalued to the point where their savings lost about 75% of the purchacing power, the standard of living is way too high. On a sidenote the last years turkey had one of the worst cases of inflation.

So: while the cost of living is low, the earnings are very low and the cost of things like DIGITAL purchases are comparatively VERY high because they are NOT adjusted for local earnings (they used to be in the past, and it led to people using VPN's to buy things cheaply on Steam for example). So the game that might cost you $60 might be 5% of what you earn a month (just an example) in a country like Turkey or Brazil might be closer to 30-40% of your monthly earning. So it's a choice of getting a video game or paying for food that month. Cost of living is pointless to look at in a vacuum.
