It's a two edged sword: high speeds are the weapon of a criminal escaping capture; but if you "back off" too much, you have "educated" him.

But if you steal my car, I'm done. I drive for Uber. So I need my car. I'm one paycheck away from being homeless. My car is my retail store, my business.
