Going to need to take this up with the Horse Council, as Seabiscuit and War Horse the Horse from War Horse are clearly cows, and Flicka is obviously a sheep. Spirit, Boxer, Maximus, Shadowfax, and Mystery are obviously horses, though.
I would have included the rules "it has to have hooves" and the rule "if it has horse in its name in some way it is a horse." this means Hipowdown is fine since hippopotamus means "river horse" and the cows are fine too but cufant is not. Girafarig would be fine too as would the horsea line and stantler. An argument could be made for miltank since it's been shown to do stuff on all fours in the anime but not grumpig since it exclusively walks on two feet.
