You are conflating two separate issues. These issues are not mutually exclusive and can both be address simultaneously. The fact that your issue has not been addressed means its a failure on that institution that was unable to help you, and not an indicator of a failure of another for helping this person. I am not defending this person's actions, and neither is the judge. He just wants to track him while protecting his rights. He still has the presumption of innocence.
I'm sorry you're going through this. I think we can aspire to have EVERYONE housed. No one should be in jail unnecessarily just because we don't have adequate social programs and no one including you should not have a place to sleep or health care. I'm so very sorry to hear about your situation. 💙

In Wisconsin you cannot be released as a SO on lifetime registration unless you have a permanent residence. All they can do is get released during the day to find a residence and must report back at a certain time or face more charges. There is a SO here with the same name as me that sued the state for holding him past his release date for this very reason. While he was out looking for a home, he sent pics of his junk to a 16 year old and caught more charges. NO MERCY FOR CHOMOS!! NONE!!

I would try and get more clarity from the judge or someone in that district / state to be absolutely clear. Even the State Attorney said they have to go by the Out of State rules which they don't know.

If a child was present and the person peeing in public exhibits reckless disregard while peeing ( like intentionally exposing himself ) only then can it be labeled as a sex crime. I worked in Probation and Parole and was assigned violent felons including S.O.'s. I had to learn all the statutes, rules, and laws governing this.
