No, if you don’t have one please make a new one. Not sure why, but they ask for birth certificate otherwise you must provide some strong reason of not having a birth certificate.
It took 2 months for me to get a new birth certificate for my wife.

In the forms IMM 0008 & 1344, is it mandatory to write P.O. box?
( Residential address is same as the sponsor's mailing adress).
