The lead 4 oxide and the metal is less dangerous but the yellow or orange lead 2 oxide is very toxic and easily absorbed through skin and metabolized. Just to make it safer they can pre wet the lead 2 oxide and wet mil it instead of dry mil. Working with dry lead 2 oxide is very very unsafe.
