One small error. You add 1 strength to the enemy at the end of each round BEFORE moving the round tracker. Ie. At the end of turn 1 the enemy will have 1 military strength, not 0 as stated

All of the civilization cards accumulating so much money looks like it makes solo quite different from multiplayer.

Yes that feels a bit different than multiplayer

I figured it out but it's slightly confusing when you refer to the game's currency as "dollars," "gold," and "money." Especially, when there is a gold coin that's worth $3 (or 3 gold) available to use.
Thia game definitely needs some polishing as there are other confusing parts.
