Elden Ring strange performance with i5 8400, RTX2060,16 ram

game running well on some machines and on others running poorly.
Here in this test it was possible to verify that the game almost never uses 99% of the video card (only in 4k) and never uses more than 17% of the processor, which makes no sense.
