Because judaísm is not a religión and also God did not command them to build a religion. The only reason because its called judaism is because there is no kingdom of Judá so then thats the only way to identify them , anyways the bible also know them as jews even if they are not part of juda , in jeremiah says " ten persons of all the nations will hold the talit of a jew and say : we will go with you because we hurd God is with you" It is , the Torah identifies them as Jews
