So this film supposed to take place during the Nejiranger arc. I find that pretty interesting as it gives the special a bit of tension. There worst enemies are at large and the Megarangers are sidetracked by something else. It’s also interesting to think how the Carranger would of reacted if the Nejirs tried to attack.
To start with the positives; good action scenes, good interactions, good music, and good acting. I like how Toei ditched the "Conversion of Ninjitsu" plot armor trope to show how easily the Rangers would've been beaten if it wasn't for it. 5 Monster of the Week vs the team of Rangers would turn into a complete slaughter after seeing how each one handled the team solo....Which makes watching the next film painful to watch. The biggest flaw with this film in my eyes is the main plot itself, the whole wishing power with Picoto. He has virtually no limits to what people can wish for him to do as far as the special demonstrates, this forced the writing team to make everyone carry the idiot ball so the plot isn't resolved instantly for the Carranger/Megaranger and plot armor against the villains. Two of the wishes are wasted by two members of the Carranger and they get rightfully yelled at for doing so, one is to give the Carranger villain's planet gun, one is to revive fallen villains, and the last is to give the Megaranger a power up. All of the actual wishes can be questioned and the complete idiocy of the characters just so the plot of this movie can happen. This is what happens when you insert a wish-type macguffin with no rules involved. -Why didn't Helmedor wish for just a planet destroying laser cannon when you can wish for a giant planet base ala the Death Star that can do the same thing but so much better because of the commodities that come with it? His enemies are also after him so he can't even use the laser to defend himself least he kill himself. -Why did Crab Nezilar only wish to revive 5 Nezire Beasts when he could've wished to revive all of them? There were literally 30 of them at the time these events took place that he could've revived, why did he not do so? Better yet, why didn't he just wish to kill the Rangers instead? -Why did the Rangers not wish for all the villains to die so the Megaranger don't have to deal with Nezirejia ever again instead of a small timed power up that only allowed the defeat of the current villains? Short term solution over a long term one. Besides the intelligence of the characters when it comes to the wishes, Helmedor get's pretty shafted at the turning point of the film. At the start he was portrayed as a cool biker dude who can give the Carrangers a run of their money. Once he gets his wish, he then decides he wants to betray the group he made a deal with in order to get more wishes...only to get easily beaten and brainwashed for a suicide attack against the Rangers. Like seriously dude? What did you want to use the other wishes for if you never planned for it? Should've created the Death Star instead of a cannon, also what made him think he could've overpowered Crab Nezilar? He betrayed his allies for virtually no reasons other than greed.
A part of me kind of wishes that the footage from this film had been able to be used in "Power Rangers in Space" to some capacity. Considering the fact that the "Power Rangers Turbo" episode "The Robot Rangers" introduced the titular characters to also take on the Turbo powers, I can't help but wonder if the original plan was for that to be the means possibly using that footage for a special episode of "In Space". I could imagine it working reasonably well since the majority of those two teams are the same, aside from one member.
