Loyalty: Most of Dio´s minions are fanatically loyal to him, many of which would much rather kill themselves than fail him. In Part 1, Dio´s minion army consisted of the worst criminals he could find turned into zombies. In Part 3, Dio took advantage of Stand users and how they have a hard time fitting in society to convince them to serve him.
Fear: His vampire minions are said to have surrendered themselves to him by
fear, and he threatens Hol Horse with his power to scare him back to his side.
Mind Control: In Part 1, Dio uses his hypnotic abilities and vampire abilities to turn people into subservient zombies. And in Part 3, he utilized flesh buds to surrender Kakyoin and Polnareff to his will, and used them to keep Enya under control.
Money: A lot of Dio´s minions in Part 3 are hired mercenaries.
A Piece Of The Action: In Part 4, it´s revealed that Dio used the arrows owned by Enya to create powerful subordinates by granting them Stands.

He's with DIO not for the money, but for the status. I don't mean status as DIO's minion, I mean status as No° 2. He has someone powerful to take orders from, and the money is a bonus. A constant supply of Stand users for him to play off, and plenty of backup plans.
If Hol Horse had joined the Crusaders after killing Avdol, it would have been interesting to see Polnareff and him coming to terms with it (polnareff obviously hating him because he felt Avdol's death was his fault). Throughout the rest of the part, Polnareff learns to forgive Hol Horse, only to lose him to Vanilla Ice (instead of Avdol dying again). That would honestly have been a more emotional moment than Avdol's other death.
Wesley Macek I think it would be better if avdol was injured to the point that he couldn't go on so he stayed back but bribed hol horse to become a stardust crusdader. If avdol died then the sdcs would never forgive hol horse

You all remember that scene in the hotel with Justice, where Hol Horse called for Polnareff to help him, and Polnareff ran off, saying something like, “Don’t you remember what you did to my friend Avdol?” Right? Well, what if Polnareff had, for some odd reason, gone back to help Hol Horse? He could’ve gotten the guy to his feet and they both would’ve beat it out of there, likely into that bathroom still. They would’ve needed to work together to stay alive, because at this point, both of their lives were on the line. And we know already that Hol Horse was doubting his allegiance to Dio, even trying to shoot him at one point. Don’t you think, if Polnareff would’ve helped Hol Horse, things could have turned out so much differently?! I mean, heck, maybe they could’ve even had character development together during that fight, who knows? So I’ll always sit around and think, “Dang, I wish Polnareff had gone back to help....”
But, alas, Araki decided, “No.”

Also I'm not sure that hol horse ever had a fleshbud; like tower of grey I assume he was just in it for his own reasons, and he even almost shoots dio at one point out of fear, which doesn't sound like something he'd do if he were brainwashed

Hol Horse never had a spore in his head in the first place. He just worked for Dio for money. We can see that Polnareff and Kakyoin show very blatant signs of being controlled by Dio, but Hol Horse acts entirely out of his own will the whole time. Not to mention he even tried to assassinate Dio.

Two nitpicks to make:
1) In my opinion, I don't think Hol Horse and Polnareff would've gotten along at all; I see them more as ironically hating each other because of their similarities.
2) Hol Horse almost certainly didn't have a flesh bud. The villains after Kakyoin and Polnareff are implied not to, as they are often motivated by money or bloodlust instead. Moreover, if Hol Horse did have a fleshbud, he shouldn't have been able to even think about turning on DIO as he did at the beginning of his episodes with Boingo.

Don't forget Daniel D'arby. Solid character with motivation, rationality, cunning, nearly defeated 4 Crusaders (Joseph, Polnareff, Jotaro and then Kakyoin since Jotaro wagered his soul too). Oh and Avdol admitted that he, himself would be an unfit opponent for D'arby as he can't maintain a poker face like Jotaro and would likely lose. So that makes 5 of the 6 Crusaders he would've beaten in just a game of poker.

Boingo at the end wanted to use Toth to help people. I always thought it would be interesting if Oingo and Boingo started working for the Speedwagon Foundation or something to help fight evil stand users.

that's one of the things that bother me about jojo, the minor villians never return. they could be much more memorable and important if they showed up more than once
Part 7 did solve that somewhat by breaking up the introductions, while there were often cases of "stand of the week", those story arcs tended to be longer and with a smaller main cast and each minor villain took up a full arc to cover, as apposed to 2/3 chapters. Part 7 was possibly the best story out of all the JoJo's

I like the fact the stand users they face up against aren’t that memorable, it gives the feel that dio is just using these random people to destroy the Joestar gang with their stands.

Crusader Hol Horse is my favorite Jojo theory alongside *spoiler for Part 5* Fugo continuing with the gang and betraying them in the end as a double agent, killing Buccelatti *spoiler end*.
It had so many possibilities. Hol would've basically replaced Avdol for the rest of the arc (Avdol didn't really do much once he rejoined). Joseph makes Hol a counter offer, half of it payed upfront and half once Dio is dead. Hol thought of the offer but refused at first, and followed the group's journey still reporting to Dio.
Then the Crusaders arrive in Egypt. Hol has his moment with Dio and feels his immense power. Haunted by Joseph's words("If Dio wins, that's it for humanity. What will you buy in a world ruled by a vampire overlord who wants to enslave everyone?") and him taking out one of the Crusaders' strongest members, he gets in touch with them, saving them from, say, Anubis (completing his "the gun is mightier than the sword" schtick). He tells them he can help as he has inside knowledge of Dio's forces in Egypt and they let him tag along, but they will be watching his every move.
The rest of the arc is him winning over the group's trust, with varying success. Joseph has dealt with people like Hol and knows that they will follow the money, but he also sees true fear in his eyes. Plus they bond in their battle against Mariah, never really reaching friend level, but the animosity between them is mostly lifted. Jotaro and Kakyoin never really trust him, no matter what he does. Iggy actually befriends him, as he DID kill the guy who dethroned Iggy.
His biggest hurdle is gaining Polnareff's trust, as Avdol's death scarred JPP too much to trust this murderer. He carries this grudge, sniping at him, questioning his every move, always keeping his eyes on the cowboy. All the worse for Hol, as Polnareff is the one he truly wants to forgive him.
Once they reach Dio's mansion Hol has proven himself to be a reliable source of information, if anything, yet Polnareff refuses to trust him. For Hol, the journey has been an arc where he transforms from a comedic bounty hunter into a warrior with a keen sense of justice. The Crusaders may actually stand a chance. Then, just as Avdol, he notices Vanilla Ice mere seconds before Polnareff (who demanded that he go with Hol to keep an eye on him this close to the enemy) and Iggy do and decides that humanity is more important than any bounty he would get from Dio. He shoves Pol and Iggy away and sacrifices himself.
This also triggers another transition in Polnareff as he remained doubtful despite Hol showing no sign of treachery, realizing that the problem was him all along. His refusal to work with and trust Hol caused Hol to sacrifice himself, evolving JPP into a more amenable guy as he stabs Ice to death. Iggy still croaks and their spirits leave as with Avdol (maybe Avdol is there to knowingly nod to let everyone know he's forgiven Hol), further driving home the point to JPP, as even the stubborn and loner Iggy found it in his heart to trust Hol.
Hol's addition would've added more internal drama and trust issues in the group, thus diverting the focus maybe too much from killing Dio, and the structurally fairly straight forward Part 3 would probably have suffered from that. Nevertheless, I like the idea of making a potential mole out of a long lasting member of the protagonist group. There's so much you can do with it.
That I was thinking could be a great change. We had 2 Crusaders that had mind control, but never had a enemy turning good or in the case of Hol Horse, he could be a neutral character at first, then become get his resolve and become a hero.

Hol Horse is easily one of my fav characters from Part 3, especially that I really like cowboy characters. I'm glad that he didn't just disappear forever after the first arc. Also, now we're getting a spinoff with him and Josuke! I didn't know that Araki liked his character so much, I guess that explains his multiple appearances.

I honestly loved Hol Horse. Granted, it's hard to say that name with a straight face but he looked pretty badass and like he could've joined the crusaders at any given moment. I hope he or a similar rendering of him is featured in a later manga as he served as an interesting character.
It would have been such a easy transition and he has a unique enough personality not to be considered another Polnareff
Hol Horse, even without being a crusader, is a cool character. He appears a lot, and I love him for it. And he’s alive after part 3.

Hol Horse being part of the Crusaders sounds interesting, I give you points for that. Just like what the other comments said, it would have been emotional if he, one way or another, sacrificed himself to Vanilla Ice to save Polnareff (and maybe even Iggy) who forgives him beforehand. That'll leave such an impact on not only Polnareff, but to us, the viewers, as well.
But nah, I think it makes much more sense that he isn't. The Emperor being "OP" is a legitimate reason, but stands have been nerfed before. I'm not a huge fan of nerfing ('cause it kind of makes the story inconsistent), but it is what it is. We don't get to see Hierophant Green controlling anyone after he joins the crusaders (as far as I remember). I also don't like the idea of Hol Horse replacing Avdol. Plus, maybe the team would get overcrowded if he joins. I don't know.
There is also the issue if ever the Crusaders would forgive him. Like, sure, they've forgiven Kakyoin and Polnareff, but that's because they have DIO's flesh bud controlling them. Just like with the other commenters, I don't think it makes sense for Hol Horse to be controlled by the flesh bud. The Crusaders have also been shown to have a bit of a vengeful side. We see that with Polnareff against J. Geil, Jotaro against Steely Dan, and Kakyoin against Mannish Boy. So character wise, I think it makes little sense if they, especially Polnareff, would ever forgive Hol Horse.
Also, I agree with Araki. I found Hol Horse "humility" and willingness to be on the number two spot as opposed to #1 made him one of the more appealing minor villains in my opinion. Considering most of the other villains were pretty prideful, it provided a nice contrast. Although the whole #2 spot isn't unique to Hol Horse in part 3 since we also get the Oingo Boingo Brothers, who are relatively weak if they aren't working together as a team.
