Windows 8 / 8.1-Enable / Disable Store for All or Specific Users

STEPS
======
Windows 8/8.1 Store can be enabled or disabled using
1. Group Policy Editor
Works for Windows 8/8.1 Pro/Enterprise
2. Registry Editor
Works for All editions of Windows 8/8.1
GROUP POLICY EDITOR

1. Enable/Disable Store for All Users
--------------------------------------------------
- Open "Run" (Press Win+R) and type "gpedit.msc"
- Go to "Computer Configuration"--"Administrative Templates"--"Windows
Components"--"Store". Right click "Turn off the Store Application" and click "Edit".
Select "Not Configured" and "Disabled" to enable Store. Choose "Enabled" to
disable Store. Click OK.
- Windows Store will be disabled for all users. You will see the following in the Store
"Windows Store isn't available on this PC. Contact your system administrator for
more information".
2. Enable/Disable Store for Specific Users
---------------------------------------------------------
- Open "Run" (Press Win+R) and type 'mmc.exe"
- Go to "File" and click "Add/Remove Snap-in". Select "Group Policy Editor" in the
left and click "Add" and then "OK". Now click "Browse" and then "Users" tab. Select
user from the list for whom you want to Enable/Disable Store. Click "OK" and then
"Finish". Click "OK"
- Go to "Console Root"--"Local Computer"--"User Configuration"--"Administrative
Templates"--"Windows Components"--"Store". Right click "Turn off the Store
Application" and click "Edit". Select "Not Configured" and "Disabled" to enable
Store. Choose "Enabled" to disable Store. Click OK.
- Windows Store will be disabled for the specific user.

2. Run the registry files in the individual user account to Enable or Disable Windows Store.
3. This tutorial works for all editions of Windows 8/8.1

Today I've received the following error message in my Vaio laptop.
'You'll need to use the recovery tools on your installation media. If you don't have any installation media (like a disc or USB device), contact your system administrator or PC manufacturer.' I don't have such recovery media with me. What do you suggest?

I use windows 8.1 but on my computer, there isn't any option in the menu called " Group policy object editor "
The first method doesnt work either, i cannot press the command. I btw, really need help to shut the store off. Because i cannot play my games, i constantly get lag spikes because it runs in the background. Thanks for reading this

I have windows 8.1 too and windows store doesn't working it say : we weren't able to connect to the store.this might have happened because of a server problem or the network connection timed out .please wait a few minutes and try again I don't understand do you have any idea who to fix this ?
