That was a pretty big topic in the news all around the world - and directly referenced at the beginning of the movie. And because it was a British colony, English was the official language in Hong Kong, so more or less everyone, and ofc officials like the police, spoke English. So Carters ignorance was even more obvious back than than it is now. :D

you should look a lot more of jackie chan movies. he have made a lots of incredible stunts in his movies. he broke his foot in one movie and after he was short in the hospital and getting a plaster cast they film continued shooting.
