Well I always border growth because it allows you to expand that city so much more than a population growth does. With only two tiles of field you can make 2 farms which give you more than the population growth. A border growth usually gives around 8 tiles
@@Crazyturtle879 But it takes up other city tiles, and also getting the 2 farms cost 10 stars, so that means you would spend 10 stars for only 1 extra population
@@bungle9719 If you upgrade so quickly that you won't have captured the surrounding vilages then yeah you should pop growth but that's very hard to manage. Also border growths usually enables you to almost double the maximum reachable level of that city which is great for long games
