What the OP is describing is as true as the 'racial tensions' scenario you like to focus on, and probably more widespread. It resonated for me - took me back to the days when most of my neighbours were black. Our relations were very friendly (even if they did play more country music than I would have liked). Society is a rich tapestry that can't be reduced to a one-size-fits-all political strapline.
