It looks like Russia want guidelines, but China and other countries might have another agenda. It seems there is few ethical rules for weaponized neuroscience and no overview. An attempt to stop this technology to fall into the hands of non-state actors and rogue regimes should be made. First obstacle would be to convince our lawmakers this technology exists.
