Even if siri is off and i have restricted it voice control pops up with a loud noice every time i accidentally hold the middle button. It is really anoying and it happens when it is least wanted.

Finally found a way to turn it off completely: Open "Settings" Tap on Siri Swipe to switch Siri on Return to the Settings menu and select "Passcode" Tap "Turn Passcode on" and create a passcode, if you don't have one already. Tap the "Voice Dial" option to turn off voice dialling Tap the "Siri" option to turn off Siri from the lock screen Lock your phone and see if it worked!

I did this and it turned off totally. The first half of this tutorial (the part where you enter Password) didn't work. As in, the Siri choice was not there. But when I went into Restrictions it worked fine. I'm hoping it stays this way! 😬
way around this is to enable siri and disable access on lock screen, you will only be able to access siri when iphone is unlocked therefore the voice over is overtaken by siri and this option is disabled now by lock screen
mine keeps coming on and i haven't done anything to activate it I have had the phone a while and never used this feature It decided to come on suddenly ands try and calls phone numbers frim my phone book that i have not even asked it to call it is freaky
On my iPhone (5s) Every time I try to type & spell something wrong, it comes up with the correct spelling above my misspelled word (like most/all iOS devices do) but then Siri says it aloud too! Wait a minute this very problem started happening to me the second I brought a new one that has the head phones on the bottom instead of the top. So it’s hit your lap or in your pocket/pruss and starts the voice corntorl.
I think many of us are having the same problem, and that this video does not fully fix it. There is a fix below if the voice control pop up comes from touching the home screen. If it comes from just having earphones in, I think you have to get earphones without a mic function. I think that a mic on earphones just picks up everything and the phone thinks everything is either a Siri request or a Voice Control request. It's so frustrating.
Do the headphones have a mic cause thats why i think its happening maybe like breathing and stuff goes through the mic and Siri and or voice control think your trying to talk to them
this doesn't work if you use the touchid feature as the phone will log you in and then start siri - however, the latest IOS 10.2 (in beta) has an option to control what the home button does when pressed and held, so looks like Apple finally listened...

I find out a soulution on "disappear " the VOICE CONTROL in the ihpone button screen~! go to setting - general - accessibility - assistivetouch - customize top level menu you can reset your icons types, of cos click the fuxking "voice control" replace to other icon type. then it disappear forever.

Kinda hard for apple to pretend they care about the environment when they make their products as annoying as possible that breaking a phone almost becomes an inevitability
The key thing is that turning on Siri replaces Voice Control. If you turn Siri off after making these changes you are returned to Voice Control which does not have any of the restriction settings they are showing you for Siri. The key to all of this working is to keep Siri on.
This is the second time this happens to me, Siri is literally interrupting me as I'm writing this comment. I'm texting my friend and all of a sudden a song starts to play from an app I didn't even open, even when I pause the song it somehow keeps playing. Siri popped up atleast 10 times while I was writing this comment

Finally found a way to turn it off completely:
Open "Settings"
Tap on Siri
Swipe to switch Siri on
