@captainfeedback1 if you look at the gigs, from 89' and '90 they sound a lot different, Listen to elaphant stone on a live 89 bootleg and live 90' bootleg, they completely different. John wanted a different sound in 1990.

It was because he started using a Les Paul for a start - the humbucker pickups give a fatter sound than he got from his Gretsch or his Stat, or even his custom built 'Jagocasters'. That's what he wanted in 1995. Nothing to do with how he tuned the guitar though.
