  • The next update to Cities Skylines 2 is on the way and it's a big one! If you've ever thought that the game was a bit too easy, or that the economy didn't work as your expected it to, this update is for you!
    In this video, we'll walk through the developer diary while i show you early access footage of the build, showing the differences that I've been seeing in Magnolia County. I'll also share my thoughts and feedback about the build.

      see, CS2 simulation simply takes into account massive real-estate conglomerates buying up all the properties and charging suicidal amounts of rent using artificial high land values and " modernization"
      Just like in real life

    10:45 they finally increased workplaces at factories?? Ok, colossal order, you've got my attention! Time to give this game another try.
    I'm so glad you brought up office workspaces at your meeting with them, that definitely needs to be fixed, though. It is bizarre to see a skyscraper with a single company of 100 employees. Why don't skyscraper office buildings (and high density commercial) have more than one company? It works fine for households. I want to build density!

      This patch is what I've been waiting for, not so much because of the factories and such, but because the economy is very broken.

      You're easily pleased by a 5 second digit change in the code. It's incredibly lame how long this game has been out and is still not in a state worthy of a full release.

      You're not wrong about the fix should have already been there... There's a number of things that should have happened before this game released. I would also recommend looking for a video called "Why AAA Games are getting worse" by the creator The Act Man. That goes into details on a number of things.

      All the more so because commercial worker density is one of the key drivers behind demand for mass transit. If workers don't concentrate in high-rises, there's no point in building subways or laying out bus lines to reduce congestion in those areas. It's an important aspect of the sim.

      I also wait for games that rely on mods to be out for minimum a year before I buy. Same as CS1 which is total dumpster fire without mods.

      This game needs real monetary system,becouse taxing 100,000 people,should make much more monthly income,than just 3,000 dollars.And it makes everything looking dumb.

    Its very common to have an automated build process that runs daily or even after every code submission. This can help catch compilation issues on all platforms, run automation testing and be used for review by designers etc.
    Builds being generated at night or regularly isn't a sign of lots of work, it could be as simple as a single person submitting one change a day.

    I hope the changes incorporated mean I can't get a level 3 town without un-pausing the game.

    They need to split Industrial and Office into two different zoning classes each. Provide a 'Light Industrial', with no pollution (except noise/smell) but higher levels of utilities usage and garbage, and a heavy industrial, with high pollution. Light Industrial would be your food/beverage creation, construction/renovation offices and storage yards, and the like. Stuff you actually can find next door to residential across the US. Heavy industrial are the smoke stacks and everything else. For offices, a Low Density Office would have 3 levels and top out around 5-6 stories (even better would be mixed commercial/office), while High Density would start around 6 stories and top out as the skyscrapers. This would fully allow for your rural office parks to be realistic (as well as suburban office), while keeping the 'Skyline' in the game.
    And more vanilla assets, especially single family homes, row housing, and low density commercial. One more thought on this - I would love to see rowhouses that are 3-5 units wide (but appear to all be 1x), so you can get those blocks that have 3 or 4 different designs grouped together.

    I think government subsidies could be kept if implemented in the same way the infinite money toggle is. it'd be the inbetween of standard play and infinite money: you won't be able to lose (just like with infinite money) but your pace would still be subject to the flow of money.

    I absolutely am in agreement for a Hard Mode. It wouldn't be that difficult to do - heck, it was released as an inbuilt mod for CS:1! The only tricky thing is making sure "hard" doesn't mean "impossible" but since you're already rebalancing the whole economy, wouldn't be hard to tweak numbers further to make a REAL challenge for the simulation fans.

    Still hope that they actually fix both the winter building textures (or the lack of them) and the industry zones looking garbage (random buildings on the middle of the zone, and every farm zone looks identical for some reason)

    The basic simulation functioning is very different than the state of the game at release. Good to see them eventually fixing things. I might have to fire up a CS2 city of mine that has been gathering dust as I have been playing CS1 instead and see how it behaves after some time with the city running.

    One of the things I dislike about CS1 is that if you have a large, self-sustaining city with a big budget surplus, and you let the game run for a long time, your surplus drains off, fast at first, then slower as it approaches 0.
    When the game does stuff like that, it makes me feel like my actions are completely irrelevant and playing the game pointless. Why bother if it's just going to average good gameplay (and presumably worse gameplay) back to zero?

    10:20 I think this means that wealthy communities need higher level commercial instead of more commercial. Basically commercial buildings should have problems to level up around low income households. But that is just my speculation. Edit: Or did you mean whole city demand

    Honestly office capacity is the main thing keeping me from coming back. I hate the office sprawl I need to satisfy any amount of employment demand. The same thing bugged me in cs1, but there we had realistic population

    Another area where cs2 is lacking is the effects of taxes. Currently taxes only seem to impact demand for zoning of that specific type. While yes that is a consequence of increasing taxes a more prevalent issue in reality would be the profitability of businesses, this’ll impact prices and eventually trickle down to your citizens increasing poverty so it could also effect the demand for housing in the city if the cost of living is too high and people might decide to move away.
    My other issue is the value of land should force industry out of high value areas. In real life when do you actually see industry anywhere close to the inner city?

    It still really annoys me that cims will always take the shortest path to their destination, even if there is a higher speed/better route to take.

    We already had a simulation. The original version works exactly as real cities do. Right up to the land value issue.
    It staggers me that people were making the exact same mistakes with their fictional cities as real ones and wondering why the land value went too high

    I really want custom assets, like smaller train stations and just more variation in the game. And i think the graphics need an upgrade with some deeper textures that dosent look like plastic. And the last thing are some small animations like in cs 1 when firefighters got aut od the car to fight the fire, etc.

      All coming.
      - Post summer patch has small version of all service buildings.
      - Asset editor as soon as they can but around the same time will mean the free region packs will drop with "2500" assets.
      - They have confirmed the animation stuff they ran out of time at launch but it's on their list, along with other biomes (deserts, swamps etc).

    What i hate the most is having montly cost buildings but you can check your bar on hourly. So you always need to calculate if you can afford it which is a shame because it was very clear in CS 1

    I would prefer if the subsidies were a toggle rather than outright removing them as an option. Im sure a mod will bring them back with sliders for challenge.

    This all sounds great. Moreover, i wonder if they are considering brightening up the colours a bit. I feel like it could add a bit of magic to how your city feels. After all, people spend a lot of time in the game so why not make it as nice of an experience as possible? Maybe have different colour grading as options…

    The federal government: "We will no longer be subsidizing small municipalities with federal dollars, they will need to rely on self sufficiency moving forward".
    Me, the mayor who has increased all civil service spending to 200%, lowered taxes to 1%, and built 5 tram lines, 3 subway lines, 2 train lines with no fares for a city of 20k in order to win re-election for the past 10 years: "oh...poop..."

    What I hate in CS2 is that they release an early access game as a full version. As predicted, we're waiting almost a full year before the game becomes playable. I hope it's the case as there are many things that are better than in CS1 but it was not polished - or just done badly

    Simulating and simplifying (gamifying) the “economy” has got to be insanely difficult.
    The way people think the economy works, the way people want the economy to work and the way the economy actually works are VERY different things. Taking all those things into consideration and making a game out of it would be frustrating to say the least.
    For example, taxes on local business is barely a blip on the radar compared to demand for their product. If a business has a higher return on investment taxes don’t matter. Conversely a business with no demand (0 customers) can’t be influenced to build even at 0% tax rate (100% profit of $0 is still $0).
    Making a game out of that that everyone understands? Yeesh

    I was wondering why on earth the game felt so easy, i remember going bankrupt once in my city in cities skylines 1. This game, I just always had money, no matter what services i placed

    Sounds all good. Maybe one or two more years at this development speed and i might consider to give it a try.
    However still after all the new changes the simulation appears still too shallow.

    As a fan of Cities Skylines that puts emphasis more on the economy than the design aspect, its a huge leap, but exploits will be inevitable.

    I hope mixed zoning gets its own demand so it has a purpose (maybe family-owned companies live above their businesses, thus much more resilient to the noise their business make?)

    They should add middle density housing and mixed housing-comercial that is more like to low density housing without being low density.

    I feel that importing Services should be broken up and not a blanket policy. Like for example you may only want to import Garbage Collection and not Police, etc.

    I wonder if I could lower the taxes on businesses and industry to the sweet spot where residents make it back with robbery and then I can tax the criminals instead.

    I miss things like hotels for money, industry buildings you can control for money, parks you can make money with. That stuff was more realistic. It is not realistic that houses are paying rent everywhere either. I thought cities skylines 1 was a touch too hard to make money. This one is too easy. There needs to be a middle ground.

    Pentions and unemployment in the game but if it wasn't for this inforgraphic I wouldn't know. That's the problem. So many invisible moving parts that the game seems too simple on the surface. We need a way to interact with all these moving parts in a transparent way.

    To add to the realism, they should add an option for households to lose money pre ordering unfinished video games.

    Does the level of a building affect the land value that building is on? For example, when a house upgrades from lvl 1 to lvl 2, does the value of the land that house is on increase appropriately? And will such ipgrades affect the land value of neighboring properties?
    If we have very low tax on high education, will that encourage high educated people to move into the city? So we could start our city off with highly educated people instead of with people who have no education.

    I dont get why put investors ubder the hood. Wouldn't it be fun and a good idea to have an "investor desirability/profitablity tab or overlay?" You could check that oh the investors aren't getting getting their money back from lumber or [insert industry/service here] and maybe do something about it like giving subsidies, adding desirability, education etc

    Hey CPP, I noticed a person using the gym in the video... Please tell me people properly go to parks now? That's one of my most annoying bugs cause it makes the parks all dead. And hangout areas/park areas don't work then either if you place them somewhere.

      Currently people do go to parks but they all flock to the best one, so your city is full of empty parks and one with hundreds of people. Should be an easy fix if its not in this patch.

    Part of me wishes they wouldn't release these Dev notes. Now, it's almost like no point in playing the game till they release the patch. What exactly are we supposed to do? Make a city with the hopes it maybe might not break?

    overcharged egg mentioned that they recomend to start a new city or else you would have to let the simulation run for a hour or so. is this true? really dont want to start a new city. I want to fix my own city that i have been building over so long now. and having to run the simulation over an hour, im scared that when i come back, all of my citizens are dead😨

      They recommended that during EA, but I think you'll be fine. In this video, I was showing Magnolia County with the new build. I had to put out a TON of fires (not literal, but I needed to add a ton of services, play with the budget a while, and rezone a bit to balance things out), but things do work in existing builds after a while.
      I would NOT recommend letting it sim for a couple of hours after this update unless you plan on enabling the outside connections policy. I accidentally lost thousands in population because i didn't have enough police coverage/jail cells and crime went out of control.

      in 10 years this will be top of city builders with the billion mods for it. Same life cycle as CS1 which is trash without mods as well.

    I think that the government subsidies are missed opportunity to introduce a difficulty setting. For example, you could have an easy setting where the subsidies would be high; a middle setting, where the subsidies would be low; and a hard setting, where there would have been no subsidies...

      This is my biggest issue with Phil's point about needing challenge. Difficulty settings exist in many games! Let the player decide how *much* of a challenge they want, rather than making the game either too easy for some or too hard for others by having this be a static thing.

    Several things that stand out to me not mentioned in the video:
    - Shouldn't Abstract Investors be able to lose money?
    - Perhaps I'm misinterpreting this, but a families wealth maybe shouldn't be completely tied to zoning type. You can buy very large expensive condos in downtowns. This feels like only the low income people will live in downtowns, which feels strange.
    - Is it time to remove the land value cap?
    - Shouldn't pathfinding cost effect where commercial/industrial buildings spawn too?
    Also I definitely agree with your office worker count comment. Four workers in a 50 story building makes no sense.

      The thing about economy in City Skylines is that they are trying to create a very simplified version of orthodox economics without some core concepts like inflation, realization of capital, aggregate demand etc.
      In real life, things get more complicated because of credit. Having even places that most of the production is pushed by debt and using taxes to remove money from circulation to manage demand and control inflation.
      Those unrealistic situations will eventually happen because of the simplification itself. I feel they could also remove those abstract investors as they did with the government subsidies to simplify even more.

      The definition of 'abstract investors' is still very muddy. At first i thought this meant other cities, providing finance/investment for profit and engaging in import/export of materials, utilities and workers.
      But it kinda seems like who or what your surplus exports to is pure thin air, imports are at base cost price still and these 'abstract' entities suffer no loss from anything, including exporting skilled workers and highly educated professionals. It seems really messy still. Are they actually modelled as virtual other cities or just ethereal ghost corporation logarithms? I would love to know.

      Just to address you’re first point: I believe that was implied. If they’re not making money from the businesses they’re investing in, they pull out, and then we get abandoned businesses/buildings. That how I took the wording in the doc anyway.

      I'm pretty sure all the costs are to show how your finances are doing, so abstract investors, being outside of the city, don't matter if they lose money because they will cease to exist and be replaced by another investor. When they do make money, they re-invest into the city, which does affect your finances.

    I would love to see a "hard" mode that starts with a lot more basic difficulty. Like a "historical" trainstation that cannot be moved until you naturally unlock the rail networks, and must be maintained via upkeep.
    Lower density starting highways
    No available power or water import or export until you build a path to the neighboring towns.
    removed/lowered money "rewards" for milestone completion.
    and a small version of the basic services to require all services demand at the start of a game.
    (a k-12 school house with 100 student capacity for example)

      For most of your issues... what if I told you that you can already make your own custom map and place a train station as part of the map and just not make outside connections for power and water. What you ask for with this is already a thing if you make your own maps or download one that someone has made that has these features. Also there are small version of services available via the in game mod workshop. So the mods and custom maps can already solve all of your issues.

      @khrow83 I am well aware. But there is a significant difference between a developer supported "mode" and a medium to heavily modified game.
      I also already use the mods in question, and one of my favorite play styles is having a pure rail only outside connection start. But as is, the game does not yet fully support all the various assets and game modifications that would need to be in place for my suggestion.

      I instantly thought of this from them saying they got from feedback that the game was devoid of challenge, excusing the mistake by saying they wanted a 'cant lose' scenario for new players. I actually shouted out-loud at the screen - embarrassingly; 'Then why not just have an easy mode and a veteran mode for cryin out loud?!'
      Unlimited cash is just an 'I win' button, that toggle is a good feature but can't replace full-game difficulty modes and mods should never be expected to replace this. But an easy mode that pads bad fiscal decisions with generous subsidies that is a short-term debt you can fill later is a nice beginners way in, and then a strictly realistic economy forcing clever investments with smaller everything as a hard mode just seems like a rationally good choice.

      Agreed, since there's little if any real competition I'm still keeping tabs on CS:2 but the main reason I'm not playing it is because thinking about the game makes me annoyed.
      We looked forward to this product for 10 years, it's ridiculous to think that we'd be ok with the state of the game at release.

      Personally I don’t mind paying the $130 because I’m paying for that 10 year investment into what I hope will be made the greater city builder and tbh as a foundation I don’t think the game is that bad. There are a ton of mechanics that are significantly better than cs1 and will only get better with time.

      I'm old enough to remember when games came out on discs and they had to be finished at release. The biggest drawback to digital games now is they can just send patches, and don't have to make sure a game works before they release it.

    14:15 when you place down the upgrade for the hospital, you don't place it adjecent. Is this a mod or base game? And if it's a mod, what's it called?

      Its part of the new update. Upgrades will be able to be placed within a radius around the building, and they're also adding a way to remove upgrades from a building

    I'm sorry, but simulation should be in there in the first place AND was once already sold to us. So now seeing this hype about promises to deliver what suppose to be already there is yet another empty air. Fixed and delivered game with all it's components can hype us, but these empty promises and you boosting them is not helping gaming industry.

    The office job count thing is a real indication that the underlying economy is still broken. Office towers should have a number of jobs per floor on average, and that applied to the whole building. So if it is 20 stories tall, and each floor has 10 jobs, there should be 200 jobs. That would (sadly) require all other types of industry to get looked at as well, as they number of jobs is often not particularly realistic. As an example, an airport might have hundreds of jobs. It is unrealistic to have 6 people working there.
    Overall it might be some steps in the right direction, but since they are so incredibly far away from making sense, there have a lot more walking to do.

      It's more complex though. A few hundred people might work at an airport, but many of them work for companies that have their office elsewhere. Where do they "work"?

    I feel like you have done something or signed up for something that allows your videos to be played without the RUclips App on screen for iPhones and for that kind sir… I am dropping a like to say, THANK YOU for it!
    Also keep creating great content. I have completely stopped playing CS2 until I get the unofficial green light from the community to play again as it was becoming too frustrating to play and I didn’t want to become disenfranchised like so many others have.
    I’m really glad to see some positive content and hear progressive feedback about this game and am looking forward to getting back in to it like it was day 1 again.

      If you have RUclips premium (or one of the alternative apps like vanced) you can do that for every video.
      There isn't anything that video creators can do to decide whether the video can be played in the background on phones.
      If you're not seeing ads, somebody has probably added you to their premium service.

    I really am not interested in managing an economy; I really want lots of assets and props, great maps, and mods that work without crashes. I'm hoping I will want to start playing CS2 around Christmas.

      Cities Skylines never was about managing an economy. Look at Workers & Resources to see what that's like. The Industry DLC was a joke compared to that.
      (Most DLCs were a joke - put down some items (park, zoo, airport...), wait until a number goes up, and repeat until the number reaches the maximum...)
      But I want a city to feel real, without money appearing out of thin air.
